There is not a lot of information on Chibichibi. This cute red-head just started following Usagi around one day. Usagi thought maybe she was lost, so she asked where her parents were, or where she lived. However, all the little girl was able to say was "Chibichibi." Luna suggested to take her to the police station. Usagi agreed and was about to turn around and get her, but the little girl vanished. When Usagi got home, her mother scolded her for leaving her sister, Chibichibi unsupervised.
Chibichibi couldn't say anything except "Chibichibi," or just mimick the last few words of what someone just said. Usagi really looked out for Chibichibi, and so did the Inner Senshi. Chibichibi was extremely sweet. Everyone was really nice to her. She seemed to get along with everything. Even scary dogs, who were able to kill anything in it's path.
A few episodes after Chibichibi appeared, she transformed into a senshi form to help out Sailormoon, and also granted Sailormoon a new attack (she upgraded Usagi's "Starlight Honey Moon Therapy Kiss" attack to "Silver Moon Crystal Power Kiss.")This made Usagi very suspicious to find out who Chibichibi really was. Later on Chibichibi transformed again, and teleported the senshi to Galaxia's hide-out. (so they could save the Starlights.)
In the final battle between Galaxia and Sailormoon, Galaxia revealed that Chibichibi was her starseed. Chibichibi transformed to an older age, transfomed Sailormoon to Princess serenity, and begged her to defeat Galaxia with the light of hope (Galaxia's starseed). She then turned her starseed into a sword for Princess serenity to use, but Princess serenity didn't want to use it, because she was afraid it would hurt Chibichibi. Later on, Sailormoon blocks herself from Galaxia, while doing so, she stabbed Galaxia's wing. Galaxia raises her arm, and clashes swords with serenity's. The sword shatters, and Chibichibi fades away.
And just so everyone knows Chibichibi is NOT the daughter of Usagi or Chibi-Usa. She is the starseed (Light of Hope) of Galaxia.
